According to statistics, in 2011, there were 2,111 various types of quarrying enterprises in the province, of which 83 were large and medium-sized mines, accounting for 3.88% of the total. These enterprises have provided resources for infrastructure and urbanization in Shaanxi, and they have also brought about more serious ecological and environmental problems. In order to protect the natural landscape and ecological environment of the mountain, and standardize the activities of mountain mining and stone-cutting, the implementation of the “Management Measures for the Construction of Stone-cutting and Stone-cutting in Shaanxi Province” will be officially implemented from April 1, 2013. The "Measures" reaffirmed the implementation of the administrative licensing system in accordance with the law.
